Parking on Granville Parade Maintainance Gangway / Seawall

Despite years of reports, requests, demands and cajoling by Sandgate Parish Council to Shepway District Council to help them stop parking on Granville Parade Maintenance Gangway, this is the scene today with parking completely spanning the gangway and making simply getting down the gangway impossible for some users.
When will Shepway District Council actually take action, assert ownership on the land THEY built the maintenance gangway on, ban parking on that area and enforce that parking restriction?
